Improved bounds for multiplicative functions in short intervals

We refine the Matomäki–Radziwiłł method for short sums of multiplicative functions on average and give bounds for the Liouville function and more general non-pretentious multiplicative functions that are almost optimal via their method. As an application, we improve the quantitative bounds for the averaged Chowla conjecture of Matomäki–Radziwiłł–Tao.
